Frequently asked questions

The questions that come up in almost every first conversation about ESG and sustainability advisory in Hong Kong, answered briefly, with links to the longer version.

Do I need a sustainability consultant at all?

Only if you have a capacity, technical judgement or standing gap that your own team cannot close in the time available. If nobody has asked you for anything and you have no plan to publish, start by recording your own electricity, fuel and waste for twelve months. That costs nothing and makes every later step cheaper.

Signs you do not need one yet

How much does a sustainability report cost in Hong Kong?

There is no useful single answer, because the range between a short questionnaire response and a first ISSB-aligned climate disclosure across a multi-country group is a factor of thirty or more. The drivers are scope, reporting boundary, data maturity, your industry's impact profile, framework depth, assurance, languages and who actually does the work.

Send a concise project brief covering your current ESG position, trigger, boundary, requirements, deadline and expected deliverables. That gives an adviser a much better basis for a useful quotation.

What moves the price

What is the best way to get a useful ESG quotation?

Start by deciding what you actually need the adviser to solve. Give a concise update on your latest ESG work and developments, the reason for the project, reporting boundary, deadline, clear requirements and the deliverables you expect. Share relevant existing materials — for example the latest ESG report, climate disclosures, greenhouse-gas inventory, materiality assessment, data templates or questionnaire — so the adviser can see the current position rather than price an abstract request.

AI can help organise a brief, but it is usually counterproductive to ask AI to generate every possible ESG scope and then require a consultancy to price and break down every line item. Some activities are interdependent, the appropriate method depends on what the initial review finds, and artificial itemisation can create false expectations about what is included. This is a common source of communication and delivery gaps.

A better quotation request states the outcome you need and asks the adviser to explain the proposed scope, method, assumptions, exclusions, responsibilities, optional enhancements and fee basis. If you are not yet sure what the real requirement is, have a short scoping discussion first. Define the problem before comparing prices.

I have two quotes and one is three times the other. What does that mean?

Almost always that the firms understood different problems. Different boundaries, different assumptions about your data quality, different levels of stakeholder engagement, different seniority on the work, or one has quietly excluded the hardest part. Put them side by side, find the line where they diverge, and ask each firm to explain their view of it.

How to compare properly

Can I just ask an AI what this should cost?

You can, and the range you get will be an average of published figures from other markets and other years, applied to a description that left out most of what matters. The risk is not that it is wrong — it is that it becomes your expectation, and then every proposal reflecting your actual complexity looks overpriced. Use AI to write your brief and your question list instead.

Is there a recognised qualification for ESG consultants in Hong Kong?

There are several relevant qualifications and training routes — including the CFA Institute Sustainable Investing Certificate (formerly the Certificate in ESG Investing), GRI training, professional-body programmes and university courses. Hong Kong does not have a general statutory licence covering all ESG consultancy work; accounting, assurance, engineering, legal or other regulated services may carry separate professional requirements. Assess the competence, experience and responsibilities of the named delivery team rather than relying on a badge alone.

What to check instead

Should I ask for a sample report?

You can, but it tells you less than you think. Much of the work is confidential, and a report that fits another company is by definition shaped around their boundary, sector and material topics. Ask instead for a redacted methodology note, their data collection template, two published reports with a sentence on what they specifically did, and an early view on your material topics with reasoning.

Does my private company have to publish a sustainability report?

No general law requires it. In practice private companies produce them constantly because a customer, a bank, an investor, a tender or a parent company asks. Because the audience is specific rather than general, the report can be much shorter and more targeted than a listed issuer's. As a practical editorial principle, a shorter report focused on the intended user's decisions is usually more useful than a long document filled with generic statements.

What does HKEX require from listed companies now?

Reporting runs through Appendix C2, the ESG Reporting Code, with climate requirements in Part D developed with reference to IFRS S2. For financial years beginning on or after 1 January 2025, Scope 1 and Scope 2 emissions disclosure is mandatory for all listed issuers, and Main Board issuers report the rest of Part D on a comply-or-explain basis. Hang Seng Composite LargeCap constituents move to full mandatory reporting including Scope 3 from financial years beginning on or after 1 January 2026. GEM issuers are encouraged to report voluntarily. Confirm the current position with HKEX before relying on this.

Where do HKFRS S1 and S2 fit in?

The HKICPA issued HKFRS S1 and HKFRS S2 in December 2024, fully aligned with the ISSB's IFRS S1 and S2, effective from 1 August 2025. The Government's Roadmap on Sustainability Disclosure, published in December 2024, points to full ISSB-aligned adoption by large publicly accountable entities no later than 2028. If you are building a reporting system now, build toward S1 and S2 even if your immediate obligation is narrower.

Does my consultant need an accounting background?

For work intended to satisfy HKFRS S1 and S2, it is a real advantage. Those disclosures connect to the financial statements and must be capable of being audited, and sustainability assurance is converging on audit disciplines — HKSSA 5000 takes effect for periods beginning on or after 15 December 2026. The habits that transfer are defined boundaries, documented judgements, an audit trail from source document to disclosed figure, and consistent treatment year on year.

Should I use a CPA firm or an HKAS accredited verifier?

Do not choose by firm type alone. Start with the subject matter, intended users and any programme-specific acceptance requirements. An HKAS-accredited verification body is a common route for technically defined greenhouse-gas assertions where its accreditation scope covers the work. An assurance practitioner applying HKICPA standards may be suitable for selected sustainability information or a whole report. HKSSA 5000 is profession-neutral, so the proposed team must also be assessed for competence, independence, ethical requirements and quality management.

Compare provider routes and selection questions

Excel or a data portal?

As a practical rule of thumb rather than a fixed threshold, a well-built spreadsheet is often sufficient for one or two Hong Kong sites without first-year assurance. A portal becomes more likely to add value as site count, jurisdictions, approval steps or recurring assurance increase. The business case should be tested against data volume, control needs, user numbers and implementation cost. A sensible sequence is to run year one in a disciplined spreadsheet, learn what the data really looks like, then configure technology around the proven process.

Can AI write our sustainability report?

It can produce something that reads well in an afternoon, which is exactly the risk. The recurring failures are confident numbers with no source, generic material topics that describe a company you are not, regulatory detail that is nearly right, claims you cannot evidence, and nothing behind the report when assurance asks. Your board still signs it. Use AI to compress the mechanical work and spend the time saved on judgement and verification.

What is double materiality, and why is it called technical?

It assesses two questions at once: how the business affects people and the environment (impact materiality), and how sustainability matters affect the business's cash flows and cost of capital (financial materiality). It is technical because the two are measured on incompatible scales and have to be combined defensibly, because threshold setting directly determines how many topics you must report on, and because once you call something financially material a reader will look for it in your risk disclosures and your accounts.

Is an online stakeholder survey enough?

For ranking topics you already know about, yes. For discovering anything, no. Many stakeholders have completed several near-identical materiality surveys and answer accordingly. If you want improvement ideas, structure the engagement so people can actually talk — telephone or video interviews are a reasonable compromise on time and cost, and ten to twenty of them alongside a broad survey is a workable pattern.

Why does social impact assessment matter to management and investors?

Because it measures how replaceable you are. A business whose contribution to a community is significant and positive holds a position that is hard to compete away, and it shows up in loyalty, hiring, regulatory goodwill and licence to operate. Significant unmanaged negative impact is a liability that is not on the balance sheet and can arrive suddenly. Investors read it in both directions.

How important is it to respond to CDP?

It depends on who is asking. If a customer or investor has requested it, treat the deadline as contractual — non-response is visible and often scored worse than a weak response. If you sell into European or multinational supply chains it is increasingly a practical requirement. If nobody has asked and you are a small domestic business, spend the effort on your data foundation first, which is what a good response needs anyway.

How do I improve our ESG rating?

First find out which ratings your investors and largest customers actually look at, then read those methodologies. A surprising share of lost points are for indicators you simply never disclosed. Publish the policy documents themselves rather than references to them, give quantitative data with boundary and method, cover three years where you can, fix the governance disclosures, and address controversies directly. Improving disclosure of what is true is legitimate; publishing policies you do not follow is not.

How long does a first sustainability report take?

As an indicative planning assumption, a first reporting cycle often takes about four to seven months, but the actual duration depends on scope, data readiness, review layers, language, assurance and management availability. Data collection is usually the longest stage because only information already recorded can be retrieved. State any shorter deadline at the enquiry stage so the work can be sequenced honestly.

What should we get besides the report itself?

The calculation file with formulas intact, the methodology note or basis of preparation, the evidence index, and the data collection templates. Those are what make year two cheaper and what an assurance provider will ask for. If a proposal does not mention them, ask.

Who do I contact for a quote?

Send the project brief through the enquiry form, WhatsApp or email on the contact page. Enquiries reach GreenCo ESG, who publish this guide. You are equally welcome to take the question list here to any consultant you like.

Talking to someone

Turn the question into a clear request for support.

Use the suggested message format to explain the business trigger, deadline, organisational boundary, current evidence and expected output before requesting a quotation.

Have this ready and any quote gets sharper

  • What your business actually does, and which activities drive the biggest environmental or social footprint
  • Why you are asking now — a bank, a customer, a listing rule, a tender, an investor, or your own planning
  • Approximate annual turnover, so the scale of the exercise is clear
  • Where you operate, and whether any operations sit outside Hong Kong
  • Total headcount, including contractors if they do the bulk of your work
  • How much you want to do in-house versus hand over

Enquiries go to GreenCo ESG, who publish this guide. You are welcome to use the questions here with any consultant you like — the point is that you ask them.
