A Practical ESG Starter Guide for Hong Kong SMEs

Build the minimum information base needed to answer customer, bank, tender and parent-company requests without creating a reporting programme that is too large for the business.

This is a Hong Kong-focused practical guide. Sources and limitations are listed at the end of the page.

Why SMEs are being asked

A private company may have no general statutory duty to publish an ESG report and still face urgent information requests. The trigger is often a customer’s supplier programme, a lender’s credit assessment, a tender, a landlord, an investor or a parent company consolidating group information.

The useful response is not to imitate a listed issuer. Start with information that another party can understand, trace and reuse.

The minimum information base

  • Legal entities, operating sites and reporting period.
  • Electricity, town gas, fuel, vehicle mileage and refrigerant records.
  • Waste quantities or invoices, water data where relevant and basic resource information.
  • Headcount, employment type, turnover, health and safety incidents and training records.
  • Existing policies, licences, certifications and customer requirements.
  • Major suppliers, purchased categories, logistics arrangements and any product-related claims.
  • Named data owners and retained supporting documents.

Minimum does not mean vague

A short response with a stated boundary, period, method and evidence is more credible than a glossy document containing unsupported claims.

A 30, 60 and 90-day plan

PeriodPriorityPractical output
First 30 daysConfirm the request, boundary, owners and available records.Request log, site list, data-owner matrix and evidence folder.
Days 31–60Collect baseline data and document calculation methods.Energy and emissions workbook, workforce summary, policy gap list.
Days 61–90Approve a small action plan and prepare the external response.Management-approved priorities, questionnaire response or concise ESG factsheet.

Answer supplier and lender questionnaires

Separate what is known, estimated, not applicable and not yet available. Record the question owner, evidence used, approval status and the date on which the answer may need refreshing. Do not create policies solely to fill a checkbox; explain the current position and a realistic improvement action.

Do you need a published report?

Often, no. A controlled questionnaire response, tender appendix, lender data pack or two-page ESG factsheet may answer the immediate need. Publish a broader report when there is a clear audience, recurring information demand or strategic reason.

When external support is worthwhile

  • The customer or lender uses a technical framework your team has not applied.
  • GHG boundaries or Scope 3 estimates are material to the request.
  • The response will be public, assured or used in financing.
  • Several business units need a common method and timetable.
  • Management needs an independent gap assessment before making commitments.
